Troy expands access with CHOOSE Act

The Alabama CHOOSE Act (Creating Hope and Opportunity for Our Students’ Education) was enacted in 2024 to support early education initiatives by making access to educational resources more affordable for Alabama families. The act has now been approved for implementation by Troy University board members, and funds will be allocated to families with students enrolled in homeschool and private schools in the state.  

 

“The CHOOSE Act is a state law which makes refundable income tax credits available to support the success of every K-12 student in Alabama,” said Dr. KeLeigh Pritchett, director of specialized enrollment. “Those enrolled have the opportunity to utilize funds to pay for Early College courses.”  

 

Education savings accounts (ESA) are dispersed to families who have children enrolled in participating schools as well as homeschools in a fixed dollar amount.  

 

$7,000 per participating student who is enrolled in a participating school. 

$2,000 per participating student who is participating in a home education program and is capped at $4,000 per family. (revenue.alabama.gov)  

 

Families can use these funds for a wide range of educational expenses including tuition, instructional materials, tutoring services and technology that supports student learning.  

 

Eligible students may apply ESA funds toward dual enrollment or Early College courses, giving them a head start on earning college credits while still in high school.  

 

“Our Early College Program provides the opportunity for students to begin their college journey as early as their sophomore year of high school at a reduced rate of $33 per credit hour,” Pritchett said. “We definitely hope this leads to growth in our Early College Program.  

“In addition, we hope students enjoy their Early College experience and stay with us for their next four years.”  

 

The application deadline for the 2026-2027 school year is set for March 31, 2026. Additional information and program details can be found through the Alabama Department of Revenue website.  

 

Programs like Troy University’s Early College initiative are expected to benefit from the expanded access, allowing more students to experience college-level coursework before graduating high school.  

 

Ultimately, the CHOOSE Act aims to empower families with greater educational autonomy while helping build strong academic foundations for the future of Alabama students.
